Founders Park Community Center Committee

The Ad Hoc Committee for Founders Park Community Center  is established by the Board of Selectmen for the sole purposes of designing, funding, and undertaking the building of the Founders Park Community Center. 

The Founders Park Community Center promises to be a cornerstone of our community, offering a space where residents of all ages can gather, ice skate, play pickleball, and enjoy various community functions.

Meetings

All meetings of the Committee shall be public meetings, which shall be conducted in conformance with the Maine Freedom of Access Law (Title 1, M.R.S.A. Ch 13) and Robert’s Rules of Order. A notice of the meeting, which may be simply the meeting agenda, shall be posted publicly at least 48 hours in advance of each meeting, and shall be provided to the Town Manager’s office.

Mission

The Committee shall have the authority to develop the design of the facility in compliance with the Town’s zoning ordinances, which design shall be presented to the Board of Selectmen for its review and approval. The Committee shall submit all final design plans to the Planning Board for approval. Plans shall meet all applicable standards of design and engineering to meet all local and state requirements. 

The Committee’s responsibilities shall include, but are not limited to:

  • Developing and proposing to the Board of Selectmen a budget necessary for the construction of the Center (the Town will establish a designated fund, which will accept tax-deductible donations for the purposes of assisting the Town in the construction and ongoing maintenance of the Center)
  • The ability to seek proposals from vendors to include in-kind work and at cost materials without subjecting the project to the regular bidding process outlined in the Town’s Purchasing Policy, (which specifically allows the Board of Selectmen to exempt certain purchases from the bidding process when, as here, circumstances warrant). This will ensure that the costs are controlled within the assigned budget. All such proposals shall be reviewed by the Committee, with associated recommendations to be made to the Board of Selectmen for its approval.  
  • Oversee the entire process of fundraising, publicity, construction and communication through social media, news outlets and Town communication outlets.

Once the project has been completed, the Board of Selectmen shall determine whether the ad hoc Committee shall be dissolved, or, if it should be established as a standing committee to oversee the operations of the Facility, establish rules and regulations for the operation of the Facility, establish funding mechanisms to assist with the maintenance and upkeep of the Facility, and any other tasks assigned to it by the Board of Selectmen.
